Land registration in Georgia — sporadic and occupied land
The state's free systematic registration ended on 1 January 2026. Unregistered land is now registered on your own application — the sporadic procedure. We check your documents, prepare the application, resolve overlaps with neighbours and act for you if you are refused.

According to the Public Registry, more than 2 million plots were surveyed free of charge in the 2022–2025 reform. From 2026, registration is sporadic — on the owner's application, anywhere in the country. Applications filed before the reform ended are processed free.
Documents proving possession must date from before 20 September 2007: for example, a household book extract, a gardener's booklet, the 1992 land-reform distribution list, a land-tax list, a technical inventory record, an allocation act or a court act. Copies kept in an official archive are accepted too.
What the law provides
- An unwritten sale can be confirmed by at least 3 owners in the same cadastral block
- If the fenced area is up to 15% larger than in the document, the plot is registered by its actual boundary (except household plots)
- Surveying by a certified surveyor or, since June 2026, by the Public Registry within 15 working days: agricultural plot up to 0.15 ha — GEL 300, 0.15–1 ha — 500, 1–5 ha — 700, over 5 ha — 1,000; non-agricultural — double
- Registration within 4 working days: agricultural land — GEL 50 (GEL 300 in Tbilisi and Batumi), non-agricultural — GEL 300
Self-occupied land
Ownership can be recognised if a person occupied state land before 20 September 2007 and it has a house or other building (even unfinished or ruined), or it adjoins land they already own. Area — up to 1.25 ha in the lowlands, up to 5 ha in high-mountain settlements. Evidence can be a document or witness testimony. Until 1 January 2027, in all municipalities except self-governing cities, the Public Registry decides — within 3 months, for GEL 600. Pastures, forests, protected areas, roads and cemeteries can't be recognised.
Overlap with a neighbour
- In a dispute, notary mediation is compulsory — within 3 weeks; a signed agreement is the basis for registration
- If the disputed strip is up to 30% of each plot, both are registered as claimed with a dispute note, and a court decides
- Above 30%, or if mediation fails, the dispute goes to court
- A Public Registry decision can be appealed within 30 calendar days

Questions & answers
Is systematic registration still free?
No. The systematic registration reform ended on 1 January 2026. Land is now registered on your own application, by the sporadic procedure.
I have no documents — can I register my land?
Possibly. The law accepts many old documents — from household books to land-tax lists. For self-occupied land, witness testimony can also count.
How much does land registration cost?
Agricultural land — GEL 50 (300 in Tbilisi and Batumi), non-agricultural — GEL 300, plus surveying. Self-occupied land — GEL 600.
My neighbour's plot overlaps mine — what now?
First notary mediation, within 3 weeks. If you can't agree, a court decides. We prepare the boundary evidence and represent you.
