Appealing a fine in Georgia: camera, patrol, parking
Camera and patrol fines aren't always right: sometimes someone else was driving, a sign wasn't visible or the record was drawn up incorrectly. We assess whether an appeal is worth it and file it on time.

Under the Code of Administrative Offences, a decision imposing a fine can be appealed within 10 days of being received. A deadline missed for a valid reason can be restored. A decision by an authority or official is usually appealed first to the higher authority, and its decision then to court.
An appeal pauses the deadline for paying the fine until it is decided. This matters because unpaid traffic fines end in a driving licence suspension.
Which fines we appeal
- Camera fines — speed, red light, road markings
- Patrol police fines
- Driving or stopping in a bus lane
- Parking fines, including in Tbilisi (Article 125²)
- Other administrative fines
Common grounds for appeal
- Someone else was driving the car
- A road sign or marking wasn't visible or was wrongly placed

- Appeal — 10 days from receipt

Questions & answers
How long do I have to appeal a fine?
10 days from receiving the decision. If you missed it for a valid reason, you can ask for the deadline to be restored.
Can a parking or bus-lane fine be appealed too?
Yes. These are administrative offences too — for example, breaking parking rules in Tbilisi falls under Article 125² — and the decision can be appealed within 10 days of receipt.
Do I have to pay while appealing?
An appeal pauses the payment deadline until it is decided. If it is rejected, the fine must be paid.
Someone else was driving my car — what should I do?
That is a common ground for appeal. Say who was driving and provide evidence.
