Under Article 17 of the Code of Administrative Offences, a foreigner is liable on the same terms as a Georgian citizen unless the Code says otherwise. The only exception is people with diplomatic immunity.
A fine may be small, but forgetting it is expensive: an unpaid fine is a ground for refusing entry to Georgia or a visa.

- More than a small amount, selling or giving it away even for free, bringing it into Georgia or growing it — is a crime

- Some medicines, such as Lyrica (pregabalin) or tramadol, are controlled in Georgia — check the rules before you bring them

## Border, length of stay and documents

- Entering Abkhazia or the Tskhinvali region other than from Zugdidi or Gori, for example from Russia, is a crime — a fine or 2 to 4 years in prison (Article 322¹ of the Criminal Code)

- Overstaying — GEL 1,000 to 3,000 and an entry ban of 6 months to 3 years (Article 191)

## What to do if you are fined

A fine must be paid within 30 days of receipt; after that a surcharge is added. If you disagree, you have 10 days to appeal. If you are detained administratively, you must be brought before a court within 24 hours — at that point you already need a lawyer.
